Bedrock Server server.properties verändert die Einstellungen nicht

Hallo,

ich habe einen Bedrock Server (Alpha) für meine Freundin und mich auf meinem Windows Server 2016 gehostet. Leider funktionieren die server.properties nicht und auch die permissions.json übernimmt den Inhalt nicht.

Wenn die Whitelist aktiviert ist kann nur die xuid connecten die als erste in der Whitelist eingetragen ist. Bei der anderen Person kommt die Meldung das man nicht zum Spielen auf dem Server eingeladen wurde. Auch mit Invite über Xbox Live geht es nicht.

Außerdem ist auch nur immer einer gleichzeitig Operator obwohl in der server.properties steht das alle Operator sind und auch nur Stufe 3. Es lässt sich nicht verändern. Wenn ich Einstellungen verändere wie z.B. Schwierigkeitsgrad wird das nur in einer neuen Welt übernommen aber die anderen Sachen gehen auch nicht.

Was mach ich falsch?
